Find a member?

What is the order of member's listed in "Find a Member" based on? Once I select a search basis what determines the order of the list presented? It's certainly not random.

I believe it's based on who last visited a page while signed in. When I visit the "find a member" page for the UK, first I'm not at the top of the list, but after a page refresh I am. Re-visit the site a while later and I might be down the list again but after a page refresh I'm back to the top.
